Abstract

Four conditions are mentioned in the growth literature to realize a high rate of growth: high saving rate, high level of human capital, research and development efforts, and a properly functioning institutional framework. This article examines Turkey’s ranking in the world with respect to these four conditions. With respect to all or some of these conditions, if Turkey is ahead of the countries with a higher per capita GDP, then there is a possibility that Turkey may catch up with those countries; if she is behind those countries, by contrast, such a possibility does not exist. The results reached in this research are negative. For a great many of these conditions, Turkey is behind the countries with a higher per capita GDP. This implies that, unless there is an improvement in these conditions, Turkey cannot catch up with the countries ahead of her.
