THE WALDO EFFECT IN THE DISCIPLINE OF PUBLIC ADMINISTRATION: A CHALLENGE TO CHANGE THE PARADIGM

With his contributions to the discipline of public administration, Dwight Waldo is accepted as one of the prominent figures in the field in the post-1940 era. In the discipline changes took place over the years, in which Waldo aimed to question the positions of some concepts that have taken place in this field. This study discusses Waldo’s life, the New Public Administration Movement, the identity crisis in public administration, the Minnowbrook Conference, and the concepts particularly emphasized by Waldo. There are very few sources in Turkish literature on this subject. Therefore, this study aims to make a contribute to the field by examining Waldo and the subjects he influenced in detail within the discipline of public administration. The changes he pioneered in the discipline with the suggestions he presented made it necessary to explain many issues while evaluating Waldo. The academic discussions that he undertook with names such as Simon, and his suggestions on issues such as efficiency and worthiness were addressed in this study. Based on his recognition as a management guru, the aim of this study is to question Waldo's place in the discipline of Public Administration.
