ABSTRACT
In housing, which is responsible for a significant portion of energy consumption, identifying improvement strategies to reduce energy demand and evaluating these strategies from an economic perspective is of great importance. This study aims to present a comprehensive cost-effectiveness analysis of energy performance improvement scenarios, using the mass housing settlement of the Housing Development Administration (TOKİ) in the Evren Neighborhood of Siirt province as a case study. Based on this determination, nine main strategies and numerous sub-improvement scenarios have been developed to enhance the energy performance of existing buildings. Within the scope of the scenarios, changes in heating, cooling, lighting, internal equipment energy loads, and total energy consumption for the study area have been calculated in detail. The main focus of the study is the cost-effectiveness analysis of these energy improvement scenarios. Each scenario was evaluated based on its implementation cost and the energy savings it provides, and reasonable payback periods were determined. Through these analyses, the scenarios that achieve the highest energy efficiency at the most optimal cost have been identified within the context of Siirt's local climate, topography, and existing structural conditions. In conclusion, this study emphasizes the necessity of focusing not only on the technical feasibility but also on the economic feasibility of strategies aimed at improving energy performance in housing. The developed methodology and the findings specific to Siirt contribute to decision-support mechanisms for designing the most cost-effective energy improvement packages for similar housing stocks and for the efficient allocation of resources.
