He was born in 1958 in Paphos / Cyprus. He completed his primary education in Cyprus, secondary education in Turkey at Ankara Bahçelievler Cumhuriyet High School. In 1981, he graduated with the degree of Architect M.A. from the Department of Architecture, Faculty of Civil Engineering and Architecture, Karadeniz Technical University. He continued professionally as a freelance architect, developing architectural projects and construction site applications. Starting in the 1992-93 academic year, he took his place as a lecturer among the founding staff of the Faculty of Architecture at the Near East University. He completed his postgradute degree (Ph.D.) at the University of Ankara in 2000. He received the academic titles of Assistant Professor in 2001, Associate Professor in 2017 and Professor in 2022. In addition to his applied architectural designs and academic works and he has also been an active member and president in professional organizations such as the Board of the Chamber of Architects and the Union of the Chambers of Cyprus Turkish Engineers and Architects, the High Committee of Antiques and Monuments of T.R.N.C., Commission of Trafic Services and Transport of T.R.N.C. and Council of Construction of T.R.NC. He has taken part in the coordination bicommunal vocational projects and various professional representations. Prof. Dr. Turkan has also been a jury member in architectural project competitions, as well as a member of organization committee and coordinator for symposium and congresses. He is still teaching at the Departments of Architecture and Interior Architecture, Faculty of Architecture, Near East University. Having many published academic works, Prof. Dr. Turkan is married to Memnune Turkan (Arch. M.A.)
